Second Suites are self-contained units with a kitchen and bathroom within homes, and must be registered with the City. The creation of a second suite involves the conversion of a single dwelling unit into a two-unit house. On May 25, 2015, Council approved a policy to expand permission of second suites, or adding apartments, to existing homes.

Here’s more information from the City of Barrie – How to add/Register a 2nd Suite:
Step 1: Obtain a Zoning Certificate:
Obtain a Zoning Compliance Certificate from the Planning Services Department confirming a Second Suite is a permitted use on the property, and the required setbacks and parking criteria will be achieved.
Step 2: Obtain a building permit or change of use permit:
Obtain an Inspection Report from the Building Services Branch that the creation of the Second Suite complies with the applicable construction standards of the Ontario Building Code or the Ontario Fire Code.
Step 3: Obtain a registration certificate from the by-law services:
Obtain a Two-Unit House Registration Certificate from the By-law Services Branch confirming the first two steps have been completed and the property has been confirmed to be in good maintenance.
